The text of this portion tells us that if we follow God's laws, we will be blessed, but if we disobey them, we will be cast out. The author argues that a literal interpretation of this can be used by fanatics to point a finger at people who do not live within their understanding of the law. The author, quoting Rashi, interprets this text to mean that we are commanded to keep Torah alive and fresh with constant newfound meaning.
